(2) Where the depositor cannot write, any authority to receive the amount payable on a Warrant shall be signed by him by mark in the presence of a witness who must certify that such authority has before being signed by the depositor been first audibly, clearly, and distinctly read over to him in the presence and hearing of the witness, when the depositor appeared perfectly to understand the same, and made his mark thereto in the presence of the witness. 7.-(1) Regulations 15 (Double deposits), 16 (Deposits to the credit of more than one account in the Post Office Savings Bank), 17 (Interest in more than one account), 77 (Nominations to be entered on Transfer Certificates), and 78 (Effect of Transfer on Nomination of Deposits in Trustee Savings Bank) of the Principal Regulations are hereby repealed.
(2) In paragraph (1) of Regulation 85 (Marksmen) of the Principal Regulations the words from "who must certify" to the end of the paragraph are hereby repealed.
(3) Regulation 4 (Amendment of Regulation 45 of Principal Regulations) of the Post Office Savings Bank Amendment (No. 2) Regulations, 1927, is hereby repealed.
8. These Regulations shall come into force on the 21st day of November, 1929.

THE POST OFFICE SAVINGS BANK AMENDMENT (No. 4) REGULA- TIONS, 1931. DATED APRIL 13, 1931.
I, His Majesty's Postmaster General, under and by virtue of all powers and authorities vested in me in that behalf by the Post Office Savings Bank Acts, 1861 to 1929, or otherwise, do, with the consent of the Commissioners of His Majesty's Treasury, make the following Regulations, that is to say :-
1. These Regulations may be cited as the Post Office Savings Short Title. Bank Amendment (No. 4) Regulations, 1931.

(1) Subject to the provisions of these Regulations application for withdrawal of money deposited shall be made by the depositor in the prescribed form, in which the depositor may request that payment be made to him by warrant payable in cash or by a warrant payable only through a Bank (in these Regulations referred to as a crossed Warrant ") drawn in favour of the depositor or of a third party named in the application.
